The increasingly complex challenges encountered in fragile states, exceed the capability of any single actor. Relevant sectors to deal with these challenges include donor and recipient governments, international and local non-governmental organisations and civil society, the private sector and universities and other knowledge institutions.

The wide variety of partners of the PSDNetwork aim at creating new and unexpected inter-linkages and forms of cross-fertilisation. This systematic inclusion of public and private, Northern and Southern, knowledge and action-focussed, and military and civilian partners into one approach is relatively unique.
